After you have plugged in the bike, if you do not see the flashing light or hear a beep when plugging in the bike, then there could be an issue with the AC adapter (power cord) or the power receptacle in the bike.
The first solution would be to replace the AC adapter, and if that doesn't work, then the bike's power receptacle would need to be replaced.
