    I resolved this issue despite the confusing terminology. Please do not call this the"Stop Bar"- it is not called that in any other documentation. What needs to be removed are TWO chock bolts. They are two vertical threaded bolts, about 3 inches long, on the bottom of the front wheel well. They can be removed with a hex wrench if you tilt the bike horizontally. A small plastic block comes out when you remove both of them (via gravity) I assume *this* is the "Stop Bar"?

    Anyway, problem solved. Remove the two chock bolts. The elusive, hidden Stop Bar will follow...

    I found the solution I could also not use pedals and searched for answers (I did follow steps and remove bottom secured part that is referred often, so it turns out there was a little rubber-ish piece stuck between the wheel frame area on top on the left side that stopped the wheel at all. After removing it worked !! (Probably security piece).

    I tried removing the piece but it won't budge. Do you pull it straight out towards you or upwards? Do you have to pull very hard? Thanks.

    I discovered that if you change the resistance on the wheel (by turning the orange knob) before trying to remove the plastic insert tab, it comes out easily. I think that tip should be included in the manual.
